Paypal has been doing this for over a decade.
They have a list of items they do not allow you to purchase on their platform and although not exactly the same, it has the same intended purpose.

Facebook isn’t going to have much control over the currency. Their wallet application is another story but there should be third party applications that develop on Libra with different terms. We’ll see though
