The reason why liberals are upset it doesn't cover room and board is because the poor already get tuition free college in the state.

Room board and books make up the vast bulk of poor student costs and this law does nothing about it

It's tuition free. Not even countries like Argentina with free public unversities pay room and board.

Of course.. because nothing is "good enough" if it isn't exactly what they want, and even then, their standards change so often that it's impossible to actually give them what they want.

I'm pretty sure the City Univ of NY system used to be tuition-free, so this is nothing new

Well, this makes me feel a little sad because of what happened today. After golf in the morning I dropped by my favorite market for some andouille and sammiches to take home.
My bill was $19.75 so I handed a 20 to the pretty young girl and said "Put the quarter into your college fund."
She said "Actually, I'm starting college next week."

Me: "Great. What college are you going to?"
Her: "Virginia."
Me: "U. of Virginia is a great school. Did you know it was founded by Thomas Jefferson?"
Her: "Not that one. The one in the mall."

It kicks in after all financial aid options are exhausted. So the very very poor will not see money from this program because they get full Pell Grants. those making $100,000 will benefit because they get less in Pell Grants.

Yep.

It's a program not designed to help the people who are most unable to pay college costs
