Ultimately the buck stops with the candidate him or herself. Then technically speaking it would go to the campaign manager, then the national committee of the party. I've never heard of a President being ultimately responsible for the results of individual campaigns, less and except, I would grant you, a obvious f-u to the party by way of sweeping losses nationwide. In that event, yes, I'd say the President would share in the responsibility.
