I believe there are several thousand positions the President is responsible for appointing. Obviously, once appointed many stay in those jobs with subsequent administrations because the incoming administration doesn't care or notice. If Trump is planning on running again, he needs to start thinking about these positions. He also needs to decide which ones are useless or redundant. Once sworn in, fire each and every last one of them. Fill only the jobs that need to be filled, and cut the rest of the bloat.
