Leaked GOP replacement plan for Obamacare shrinks subsidies, Medicaid expansion

The plan calls for a tax credit, which would increase based on a person’s age, to help recipients afford insurance. The credit would be between $2,000 and $4,000.

In contrast to ObamaCare, the credits are not based on income, which Democrats argue means not enough help is given to low-income people to be able to afford coverage. Republicans say income-based credits discourage work.

The plan also includes $10 billion per year in “state innovation grants,” which are a version of high-risk pools but appear to allow for a broader array of uses for the money by states. The money could be used by states to help sick people get coverage and stabilize premiums.

As an alternative to ObamaCare’s individual mandate, the plan would allow insurers to charge people 30 percent more on their premiums if they had a gap in coverage and then signed up again.

The plan also includes a “per capita cap” for Medicaid, which imposes a per-person cap on federal spending on Medicaid. A lobbyist who reviewed the language said the Medicaid provisions were more generous than expected, based on the growth that is set out for the cap on federal payments.

What to do about the federal funds allowing states to expand Medicaid has been a huge point of division for Republicans.

States that expanded Medicaid, many of them run by GOP governors, do not want to see the federal funds killed off. Other Republicans say they should be phased out.

The GOP plan is paid for in part through a proposal to start taxing more generous employer-sponsored health insurance plans. The proposal would start taxing plans above the 90th percentile of premiums.

That idea is controversial among Republicans, with some warning the idea is imposing a new tax.

So much concern over the very small percentage of people who try to cheat the system. Some people work there arse off and still make a low wage. Help these people. Don't leave them out to dry because you fear others are gonna turn down jobs to get tax credits. Trump knows all about tax credit loopholes, though.

I hate Obamacare as much as the next guy, but that sounds atrocious.

If this is legit, it basically says "Whoops, so sorry you were diagnosed with stage 3 cancer in January, but we've already spent X amount of dollars on you this year, so the rest is on you. I know you were poor before you got sick, and you definitely can't find a better job now, but there is nothing we can do. Good luck, if you live till next year we'll start helping you out again."

Mean they would tax health care companies for charging plans in the 90th percentile, or tax the 10% of employee sponsored plans carrying the lowest premiums?

This bill gives slack to golfers to buy the platinum package.

Lower class are not cared for.

Its a propaganda failure from the get go.

I believe that Medicaid recipients with cancer diagnoses tend to receive Medicare coverage. I think there are some policies in place That allow for this to occur through the disability office.

It is a law that fundamentally changes the relationship between the federal government and citizen. It must be thrown in the trash entirely. Leaving bits in place accepts the premise, and when progs get back in power they will "tweak" it back to how they want it. Just like all the rest of the bullshite federal programs that shouldn't exist. CUT THE HEAD OFF THE SNAKE BEFORE IT BECOMES A HYDRA.

It was easy to send a bill you knew would get vetoed. You got to look tough with no consequences. Now that it's real good luck taking health care away from people. I honestly can't see Obamacare going anywhere.

Single payer plan, paid by taxes on the insured. A percentage rate that is static across all income rates. The rich cannot get a break on this and they cannot opt out to purchase their own private insurance. Negotiate drug prices with pharma and if pharma doesn't want to cooperate, they are out. Put a stop fo drug advertising in the media. If pharma didn't spend as much money as they do advertising, drugs wouldn't cost as much as they do. I'm sure there is a way to come up with a plan that allows people to afford coverage and not have ridiculous deductibles.

Medicare was once a single payer plan and it worked for millions. Why can't there be a plan with Medicare as a model? I don't think the insurance industry or providers would like that.

Medicare helped costs go up in the first place.

The cost relationship between doctor and patient must be restored. All these "plans" and "programs" drive costs higher with 3rd and 4th parties involved.

States are free to continue the Medicaid expansion. What's stopping them?
