The policy has a two-pronged purpose. 1) To discourage illegal immigration and 2) to use as a bargaining chip to bring dems to the negotiating table for an immigration deal. Regardless of whether one agrees or disagrees with the policy, it’s likely to hurt republicans in the midterms if not resolved or changed.
