The latest figures from Bloomberg, remembering that there is over 50 million barrels in tankers that still have no buyers.
And notice the absence of the term 'Russian oil' in this report -

Due to Western sanctions and Ukraine's continuous airstrikes, Russia's oil production has sharply declined.
Bloomberg, citing its sources, reports that the drop in crude oil production in Russia has reached a record low in the last 18 months. In December, Russia produced 9.3 million barrels of crude oil per day — 100,000 barrels less than in November and 250,000 barrels less than the quota set for Russia by OPEC+.
This production decrease is explained by the fact that Western sanctions have affected Russia's two largest oil-producing corporations (Rosneft and Lukoil), and due to fears of secondary sanctions, a large portion of the oil got stuck at sea.
Additionally, Ukraine has launched a large-scale campaign of attacks on Russia's oil infrastructure.

Shipments via the expanded Trans Mountain pipeline are currently mainly headed to China — this is positively viewed both in Canada's Alberta province and in the capital Ottawa, which are trying to diversify oil exports beyond the United States.
