They report exactly what I stated below. Reinforcements are not being sent, even though they asked for them. AFU command is even unwilling to send 1-2 battalions. Is it a manpower issue? Additionally, fortifications aren't being built either because the retreat is so constant. The line is not stable enough to create proper defensive networks.

Looks to be at the hydrocracker. The rest of the refinery can restart after fire out. Won't affect anywhere outside of CA. CA will still have gasoline and diesel unlike some parts of Russia.
20 years ago, a friend performed an estimate to demolish the refinery and bring land back to before injuns were there. Chevron was tired of all the b.s. pissant lawsuits from locals. He was working for Plant Reclamation, which is now owned by Schnitzer, a large scrap company.
