I saw a few articles say that cdc officials were notified that the WHO kits themselves were not reliable also.
SK initially declined WHO tests as well for that reason.

I don't know if SK rejected the tests or not, and if they did, why.
But they have tested 140,000 people the last I saw.
And, the CDC has removed data about the number of people tested in the United States from its website. They said they didn’t want there to be discrepancies with state testing numbers.

How about a little learning tour. The tests are for a newly discovered virus. Creating these tests, which must meet rigorous standards is exquisitely difficult, and the bar to get it right is very high. The tests are in their infancy, and are just getting widely available, so the criteria are tight, in order to have enough of a supply to go around to where they are needed.
