Putting it in the public domain is in lieu of, not in support of.
Who are they going to arrest? What provable crime was committed by a US citizen?
You can't just say, "arrest everyone". Real world doesn't work like that. You have to build a case against them. That takes time. That also isn't the responsibility of the FBI. That is the responsibility of the DOJ. FBI doesn't prosecute, they investigate and apprehend.
