He could if he caught a patient on his camera. Whether or not it would stick because he probably isn’t a “covered entity” is up for debate.
The hospital would definitely face liability if they dont throw him out because they are a covered entity and wouldn’t be taking reasonable effort to protect privacy.

lol. There isn't a single covid19 out of all confirmed cases in the local 6 counties in the hospital at this time. Its complete dead silence. This morning there wasn't a single car in the emergency room parking lot.
