It was established in the 1879 constitution. The 1975 constitution continued the existence of the previously established office.

So you’ve finally admitted that the Federal Courts don’t have any involvement in enforcing the State constitution, and the State constitution specifically states that the criminal clerk position “subject to change by law.” Is this whole melt down because “It's just so mean-spirited” and because “The legislature acted spitefully and thoughtlessly”?

They’re applauding the state government circumventing the will of the voters to consolidate power without consolidating courts, locations, staffs or any other resources. No one can say why this is good other than “New Orleans shouldn’t be different anymore.”
