But these judges, believe that no matter where they are in the hierarchy of the food chain, their orders act upon the entire chain in total. So like no check against their tyranny.

Trump should simply say NO, because once that money is spent, there's no getting it back.
Moreover, he has the Constitutional (and statutory) obligation to protect the public fisc from waste, fraud and abuse.
