There is no doubt this is the holding charge. Comey will be detained with this charge while prosecutors gather evidence and prepare more serious charges. It appears law enforcement will maintain custody and continue their investigation while developing the case for the significant underlying crime.

If he’s allowed to self surrender, it is unlikely he’ll be detained.
There is zero chance of being detained. Just no basis for it.

It's not strange, other than the non-serious indictment and demand for surrender/arrest. He's going to get pretrial release as he's not a flight threat ad has no criminal history, so all this does is create a photo op/online content and has no real substance. Ultimately, it will likely hurt whatever thin case exists, also, but this was always a self-inflicted wound by the admin.
