Hamas only negotiates when they are weakened politically, or tactically.
Can't remember who said it, but this rings true:
If Hamas and Palestinians threw down their arms, they would have a Palestinian state. If Israel threw down it's arms, they would all be massacred.

Just one of a number of similar socially conservative moral panics that cycle through their zeitgeist. In a few weeks I'll rotate back to the knockout game and then rainbow parties. The Satanic Panic is too important for just a joke-reference, so it has its own tier.
People who are literally shaking at the thought of organized Muslim attacks in US cities were almost certainly scared of at least one of those things I posted above.

Similar to Israel. They negotiate for the short term knowing this same scenario will occur due to various encroachments.
Israel never does anything to justify a violent attack, but they push the envelope enough to rally Hamas support for a reaction. Hamas knows they can't actually do anything, but showing pictures and videos of dead Arabs will get them more funding from Iran and European communists.
Over and over again until the world economy collapses and they REALLY have to fight without the veneer of modern civilization.
