I'm not sure what defines "modern" in your mind, but I don't recall sex allegations for Johnson, Nixon, Ford, Carter, Reagan, Bush or Bush.
There was no shortage of rumors about JFK, but I don't think that ever rose to the level of a scandal.
Trump is on his third wife and I can't imagine he was faithful to any of them. But it is also true that he hasn't been accused of anything while in office. Looks like Bill is the only POTUS with that distinction.
