Is by any means necessary actually not just wrong but evil?

The first bit of light has been shined by the IG and we all see the results of by any means necessary. My question is if that strategy is so morally reprehensible that it should be considered evil?
My opinion that if you are willing to do anything to meet a goal you are indeed evil.

If they sincerely believe that paradise awaits at the end of their "by any means necessary" they will be sorely mistaken. What goes around comes around, they're merely pushing the pendulum in one direction and eventually the momentum will shift against them hard. This is the most fundamental flaw in Soros globalization plan. He thinks he can overthrow these governments through the backdoor and it wont have a net negative effect.

I have often wondered about Japan in WWII. Suppose Hirohito had a military background instead of being a science teacher. Would he have surrendered after 2 atomic bomb attacks?

I think the point is anytime you employ that mindset you're opening yourself up for the possibility of evil. And perhaps the inevitability of evil.
