See, you need evidence for this assertion.
But, the evidence is - the Iranians got the same deal the North Koreans got, negotiated by mostly the same people.
Instead of foreign aid, like we gave to the Norks to rent their good behavior, Obama sent them a lump sum payment that could not be interrupted or used against them ever again. Worst "negotiation" ever.
One might almost conclude that the folks negotiating such deals were secretly on the side of North Korea and, especially, Iran.

ICSID
It's the apparatus inside the World Bank that formulates tribunals to decide awards against sovereigns if they have been found to be in breach of the bilateral investment treaties they have with any other signatory country.
If the US lost an ICSID judgment, they would most certainly pay.
