Did Iran think it would be a good idea to hold meetings with a former US Secretary of State? It seems like they would know that would be likely to piss off the current administration.

From what I understand because we had an agreement with them at the time, it's not illegal so long as that is all they discussed. That's changed now that we rescinded that agreement, so were he to meet with them now it would be illegal.

Yeah, I don't know the ins and outs of it. That's just how some so-called legal/foreign policy expert explained it on some news show I was watching earlier this week.
