We can only due so much with drones and satellites. We probably know where some of these people are but not all. Iran is a big place with only a handful of intelligence agents to find all of these people. Even if you throw in Israeli intelligence agents that still leaves a lot of ground to cover.

We know where they are, it's just that Trump has zero interest in regime change. He wants to be known as the guy who made them come to the table and "make a deal" instead of being known as the guy who freed the people of Iran, toppled a homicidal regime, smacked Islam in the face and bring about a new era in the Middle East.
His hubris will not allow him to see anything past "making THE DEAL"
Deals are what he hangs his hat on and defines himself by.
