We don't know what the sanctions conversation was about. For all we know, Flynn could've said something like this....
"President-Elect Trump will be taking office soon and will evaluate the sanctions, judge their worth to American interests and give them appropriate due diligence and come to a reasonable decision in an appropriate amount of time."
And if they chose to leak that anyway and make a scene out of it for political benefit, heads need to roll.
There's a reason why they cherry picked the conversation.
