Well I didn't see that side of things. I was an outside recruiter, meaning that I recruited for small 3rd party companies and start ups who didn't have their own recruiting staff.
So my take is that the current visa / immigration structure is far too heavily weighted towards Fortune 100 corporations.

In a perfect world you remove the safety net and things improve rather quickly. But we dont have the guts.

Right. Its has certainly been a weapon for a while, and its effective. Hopefully some backlash will occur.
The incumbent almost always wins anyway, no real need for them to care about real change.

What I'm hearing is that you don't really know jack shite about the subject but have worked briefly (your words, not mine) on the periphery of the issue. Your customer said he needs a Cisco certified network expert with experience in the VOIP platforms, integration with Telepresence, and troubleshooting skills on not just the network, but other office IT problems with Windows, experience with public cloud platforms, kubernetes, and vmware along with hardware experience on both HP and Dell backplanes. Pay: $42,000 with benefits negotiable. Must live in San Jose.
That's not a shortage of qualified workers. That's a bullshite job description. People can make $42,000 at McDonald's.

I work with hundreds a day across the hierarchy from leaders to scrubs. There's good ones and bad ones, just like anyone else. Just like Americans. That's not the point. The point is we are replacing our own jobs with foreigners who aren't necessarily "better", they are just cheaper per hour.
An anarcho-libertarian might not have a problem with this, but I do.

I'd be more worried about Latin and South America getting in on American tech jobs long term before the Indians. It's easier to outsource there and there's less of a talent gap.

A lot of young Americans are going to have wages depressed and face Indians taking their jobs.
Public accounting firms have used them for years and lately they had a big push to use more of them to do a lot of work. It’s really going to end up hurting you staff as they can pay senior manager level Indians less than interns and bill that to clients at a huge profit.
The only problem is the Indian teams aren’t nearly as good as the American counterpart and you spend a ton of time fixing their mistakes. It’s like dealing with early stages of AI.
Public accounting firms have used them for years and lately they had a big push to use more of them to do a lot of work. It’s really going to end up hurting you staff as they can pay senior manager level Indians less than interns and bill that to clients at a huge profit.

This has been my exact experience with the Indian teams we had. I pushed back on the partners that we are one wasting my time, two hurting client quality and killing our pipeline in the name of short term profit.
They can plug and play numbers, well if I want that don’t I can build a alteryx work and not even have to pay it. The second a new fact pattern comes in or something that isn’t extremely detailed in writing happens they stop.
They can’t contact clients, they can’t reach out to jurisdictions, they don’t look up the law or try to problem solve. I’d rather an American college student do the work.

They already are. They have been. The problem with getting their foot in the door is time zones. The outsourcing starts with offshoring, the first thing you offshore in IT is afterhours support, so in India that's normal working hours, you get better people. Then once you convince the US company you've done a good job in that, they agree to let you take over a little more, then a little more, and up to what we have today, which is also going to get more and more. Additionally, everyone in India, in most caste's, learn English in all their classes starting in Kindergarten. Their accents don't reflect this, but that's because their native languages are non-Germanic and non-Romantic, so even a fluent speaker from India is going to have a strong accent whereas a German or even a Mexican could sound much smoother because their native languages, verbally and alphabetically, have so much more in common with English, despite not having as much experience in the language as an Indian.
But I digress too far into linquistic anthropology.
