Just don’t do it. Ignore this clown judge. There was an old saying among striking coal miners: Injunctions don’t mine coal.

Rig the lottery like Dims rig elections.

Have 1 green card per day/week/month/year, simple enough

What does American law on the issue actually say?
I mean who gives a shite what internet yappers say about it. What is the actual American law? If the law provides for it, we can debate the merits of keeping or changing the law. But to look at it the way things are typically discussed is meaningless without the law itself.
“Why do judges rule the way they do? Must be a conspiracy.”
More often than not, judges read the law and simply order that people follow what the law says.
The article suggests that the judge is simply ordering compliance with the law. Your feelings don’t matter.

Created by Congress in 1990, the Diversity Visa program offers green cards to eligible people from countries with low rates of U.S. immigration. Lottery winners must still meet immigration requirements to receive a visa.

The law states that 55,000 are "made available", however the administration of the process: timing, availability, registration window are controlled by the State department.
It sounds like Rubio is taking a page out of the way California "administers" elections, medicare, and illegals.

This is where they just need to use bureaucracy to their advantage. Open up the green card lottery, but just don't approve anyone. Let their applications all die in red tape hell.
The entire government is built on red tape and bureaucracy. A judge can't get rid of that. Just slow the whole process down to where it doesn't function - like most government processes.

If the federal govt can stop policing the border (enforcing the law) without any judge anywhere having a problem with it, then the federal govt can stop processing visas whether they are legally bound to process them or not.

They should open up the lottery to residents of:
Poland
Hungary
Czechia
Estonia
Latvia
Lithuania
And that's it.

A question - we have anywhere from 20 million to 40 million Illegal Immigrants here in this country already. Knowing this why do we need any immigration at this point?

Exactly. The State Department administers all visas and controls immigration. Regardless of the law, the paperwork must be processed and the applicants must be screened, etc.
Just quit doing all that. They could end immigration today through administration. Rubio could reassign all of the employees in a certain link in the approval chain where nothing gets done.
