The premise of the OP is that God had a specific plan for that day.
It’s a valid question to ask if that included the collateral damage.
Now, the answer may very well be “Yes, that was part of the plan”, because it made it hard to just dismiss this as a victimless event. Just like 9/11 galvanized the US for a while, maybe this was the purpose here.
