evanston, il 76k residents 44 are black, that's a typical chicago suburb.
we lived in geneva, il west burbs for 3 years, my son's high school 1700 kids, 7 were black.
lilly white doesn't even begin to describe it.
while you may not need an id to vote you better have one on the 4th of july if you want to enjoy their beaches on lake michigan, evanston residents only.

Slavery was legal in Illinois until 1818. When it was made illegal to buy and sell slaves, those who were already slaves were grandfathered in and remained slaves.
And they had “Black Codes” from 1818-1865. Technically not slavery but in some cases worse. Illinois kept and maintained the most discriminatory policies leading up to and beyond the Civil War.

So basically the 44 blacks who will receive the money don't really need it.
