Think drunk drivers driving and wrecking where their passenger is killed. Some times its their own friend that passes. They didn't mean to do it. But it happened. Thats negligent homicide. They still do jail time.
Do you think they shouldn't be charged at all? Get off with a slap on the wrist?

If the shooter in this case had been drunk your analogy might have some relevance.
Accidental shootings even if 100% through negligence are not often prosecuted.

If a police officer decides not to arrest someone for having a joint- someone with no history of violence- and then later that night the individual murders 3 people, is it fair to the officer to say "Had the officer arrested the man the murders would NOT have occurred! Their blood is on HIS hands!". This is ridiculous. As long money can be made in the United States they are coming. Texas is a republican strong hold and there's millions of illegals their. So this is a immigration problem that effects everybody.
