The fact that it’s in their notes means nothing other than Ford told the therapist it was on her mind. It literally proves nothing of value, other than Ford has believed this since at least that time.
But even if she believes this non sense, this was her way of trying to put herself in the same stratosphere of accomplishment of Kavanaugh. And later it became a chance to weaponize her crazy.

Hill also claimed to have a contemporaneous witness. That turned out to be a big fat lie. But it was part of triggering the FBI investigation.

Now she needs names. I’d guess Judge is one of Kavanaugh’s friends that can be found in a Lexis Nexis search.
She later fingers a PwC guy who signed Kav’s letter.
She’s probably relying on vague recollections of who his friend circle was or maybe even on secondhand info from other people in the same social circle. $35k+ private school tuition in the same town. They all knew the same people.
But she’s boxed in by her story to the therapist. That’s why she had to invent a witness name.
