It's not. It's an unconstitutional seizure of property and since money is fungible, the "just compensation" is the face value (even presuming due process exists).

Oh, and as this will be done "under color of law" it will give rise to a 1983 action, which will also afford damages and attorney's fees.

FYI, New York is proposing the same retardation.

I think that they're getting desperate. They see their gravy train is about to crash bigly. They're gonna siphon whatever money they can and distribute it to their cronies before the jig is up. They're gonna need the favor returned when everybody starts getting indictments.

Gavin may tax Californians for that payment but I am very sure the payments will all go to noncitizens of California. Even the ones that are citizens for a day in DC, Maryland, Texas wherever they chose.
