Some will. Some won't. The same as some that are actually deported will come back. That doesn't mean we should stop deporting and encouraging the cheaper option of self deportation.

It depends, but for the vast majority of people it’s 10 years. If you have a 1 year period of unlawful presence, depart (voluntarily or deported), and re-enter unlawfully you have a lifetime bar. The lifetime bar can be waived but requires 10 years of physical presence outside of the US before it can be waived.
The program used to be $1500, guess it wasn’t getting a lot of bites.
