A foreign actor that really wanted to see the US spiral in to chaos would implant a few half-dozen man teams to attack the electrical grid. No immediate loss of life, but the strife caused by it would ensure a civil war at this point in time.

The crazed left would first and foremost blame OMB for it. They would likely celebrate the attack on capitalism that the tower embodies. If we weren’t abusing 3rd world countries labor and resources the world wouldn’t hate us, and thus, no attack.
