This is the way to go. Neal Boortz advocated for this system years ago before he retired.
Making the employers fully liable for the totality of the expenses incurred by the temporary workers, up to and including their return to their home countries (at the risk of MASSIVE penalties, should anyone go AWOL) just makes sense.

Hyundai absolutely should be fined, higher ups at facility should be facing fines and jail time.
ETA: even while it’s under construction it is still their site and they should have had better controls on who was on it.
Construction company should absolutely face harsh penalties as well and their upper level HR probably needs some jail time. One slipping through with fake documents is one thing but having 50 or more illegals is a whole different animal.

CEO, GM, and anyone in the hiring process that did not properly vet the immigration or legal status of the workers.
