ICBMs are useless in civil war unless you want nuke your own cities.
A successful overthrow would require partial support from military or ex military that would help citizens gain control of some red state military bases that have military equipment

Air National Guard has planes at many airports.
Some reserve units have tanks I believe. Used to anyway.
National Guard armory's are scattered around.

I’m not super comfortable flying a plane on my own… but I do have a lot of experience with video games, so I elected to snatch up a few drones. My local dealer was having a buy 2 get 1 half off. I had them throw in a couple of oil changes and a pair of clip on bronze wings for my work shirt.
