Bukele’s tweet says they’d be willing to take Americans, which is not equal to America being willing to actually send Americans. If he’s getting a per-person fee, I’m sure he’d be willing to take even non-criminal Americans. But I haven’t heard any mention by the administration of sending actual American citizens, which would surely be illegal. Until that happens, I’m not sure your hypothetical is really necessary, unless meant to gain consensus on how wrong that would be to begin with (which I’m sure no one would disagree with).

Let’s hope DOGE doesn’t determine it’s cheaper to house them there than pay American guards, upkeep facilities here, etc
