Rubio is among a number of Republicans s who want to run in 2020 but knows he can't beat Trump.
Also knows he cant win nomination if he knifes Trump in back.
That's why he and the others defend Mueller. They want Mueller to give them something they can take to Republican voters as cover to cut Trump loose.

I have yet to see one Republican really go to the mat for Trump. I honestly get the feeling that the GOP hates Trump almost as much as the Dems.

My county CHAIRMAN loathes Trump almost as much as I do. He and I discussed his possibly voting Libertarian, because he could not stomach Trump ... though he DID eventually vote GOP. This is the county CHAIRMAN in a predominantly GOP county.

But let’s just assume that accounts for as much as half of that 61 million. That still leaves 30+ million you’re talking about.

Trump received about 14m votes in the republican nomination process. I think that might be a better number as far as initial affirmative support.
