How is California Prop 16 not discrimination?

I honestly don't understand how anyone who reads the prop and votes yes can believe that this will not allow for discrimination.

Californian checking here.
They DO want to “discriminate”.
They want to be able to see/acknowledge a job applicant is a person of color, and hire them based on that.
