The way I read it is when it says "no person", that's everybody. When it says "of the people" or "to the people", that's citizens.

Maybe I'm not Johnny Badass and I'm intelligent enough to know running upstairs at 3:00 in the morning about a case in isn't a good fricking idea almost no matter what is going on above me when it involves a large violent male. I'm 5 fricking 6 and drunk, what the frick am supposed to do that doesn't drastically risk me getting severely injured as well? I did the only thing any expert would tell me to do.
