There's another half to this story Tex. There's the potential for fraud half, but then there's the potential for significant and consequential human error/mistake as well, in which case large numbers of voters could actually be disenfranchised thus violation(s) of Constitutional protections and rights.
The conditions that would appear to be rife with opportunity for human error would stem from the virtual impossibility of putting a reliable and credible process in place for en masse mail in voting in such little time.

Well this would sorta create an acute influx of pieces of mail in addition to those figures you cited, coupled with the uniquely imperative circumstances inasmuch as completely avoiding misplaced and misdirected etc etc mail, as is a fairly common occurrence with "normal" mail. I don't see how anyone could rightfully make the argument that this wouldn't create extreme circumstances.
