Dismantle completely. Charge criminally every single person who knew of their obstruction of justice and other crimes and didn't report it.
Put MASSIVE penalties in place for doing anything close to what Obama's FBI did (I'm talking minimum 20 years in prison and forfeiture of everything they own). Make these crooks penniless and homeless. Make examples of them.
