I'd read a similar story some time ago. A professor, don't remember the college, did the same. He and the class agreed that for every test, everyone would receive the average grade of the entire classes score. It started off on, but I didn't take long for those that studied to realize they were getting the same grade as those who didn't study so eventually nobody was studying and the entire class failed the semester.
