Well, Mexico and Venezuela are rich in natural resources but Mexico is Caucasian controlled (but Venezuela is not).

More apt than comparing them to the USA.
After all, Japan had the same issues as these other small islands. They were years behind in terms of technological innovation. They lack natural resources. The white man came over and forced them to open up and took advantage of them.
How is Japan not an apt comparison?

And the point wasn't to say PR and Haiti aren't failed states. But surely there's is a story different from the Mexico's and Brazil's of the world. So I ask again, why the lump?
