The only way border crossings could be down 50% is if they are flying them in a refugees instead of letting them come across as "undocumented immigrants".
Refugees don't generally get deported unless they really F up, or it is determined that they did not qualify as a refugee at the time that they were imported. Undocumented immigrants can be deported anytime at the behest of the government..
