I think it would allow for more in depth training possibilities. Maybe now revenue. Don't have to take a general course on everything. Instead pay 40.00 and take an hour long course on state carry law. And maybe another for drawing a handgun safely from the holster. Freely at your leisure. I think an 8hr course actually is a huge deterrent.

And Texas just got their Constitutional Carry...

As bloated and crooked as Louisiana is I wouldn’t be surprised if they actually lose money on ccp.

I assume this is going nowhere with JBE having the power to veto? Correct?

Except that both bills passed with veto proof majorities.

A Louisiana resident shall be required to complete
a sixty-minute online concealed handgun education
course at no cost to the Louisiana resident created
by state police as provided in R.S.40:1379.3.312
in order to carry a concealed handgun in the state of
Louisiana.

How do we get a reciprocal Louisiana permit for travel to other states, similar to Alaska, Vermont and other states that have constitutional carry?
Posted on 5/5/21 at 8:52 pm to GoIrish02
The current permit process grants you reciprocity.
This bill removes the requirement of a permit of Louisiana residents to carry concealed within the state of Louisiana.
So there would be
1. Concealed carry without permit( Louisiana residents)
2. Concealed carry with permit (Grant's reciprocity to conceal in other states)
3. Open carry no permit
You would have these options.
You would go through the permit process if you travel and would line to conceal across state boarders. If you are comfortable staying in Louisiana, then you just carry concealed as you wish within the state of Louisiana.

The amended bill removes the requirement of the person to get the class and puts the burden on the police to offer the classes free of charge if you want

But what if the new process no longer entails a permit? There can't be a 'process' to grant a Louisiana resident a permit that he doesn't need after this bill passes. Logically and thankfully a permit won't exist to exercise a fundamental right.
Unless that 'process' means clicking through a free 1-hour training course online, then I guess I have to print out my completion certificate and stick it in my pocket (?), this explanation doesn't make sense. There's not going to be a market need for all the 'instructors' and their classes, plus the entire state police infrastructure presumably goes away too, so what does a citizen do if they want to travel?

This bill doesn't replace Louisiana state gun laws. It is in addition to what is currently law.
Please read the bill.
A. Louisiana is an open carry state
B. Louisiana is a shall issue concealed carry state with permit that affords reciprocity with other states that honor Louisiana's background check requirement and 8hr firearm education class.
So far, A and B are the law in Louisiana.
What this bill does is ADDs to those two methods of self defense with a firearm.
It ADDs,
C. The option to conceal carry at your leisure within the state of Louisiana at your leisure.
So, it makes concealed and open carry the same BUT let's you buy a license if you want to take it a step further to carry OUTSIDE of Louisiana.

Its not a new process. You just tuck your preferred caliber of defense under your shirt and go.

I am so happy it will be easier for thugs to do hoodrat shite!
Posted on 5/5/21 at 9:34 pm to danilo
You think this makes things easier for thugs? Trust me, they aren't waiting on this bill to do hoodrat shite.
Might make for less hoodrat shite when they don't know who is and who isn't strapped.

Some absolute logic!! Thanks for sharing. They(unlawful pieces of shite) don’t care 100% of the time. Glad true God fearing, American Loving Patriots can do what what God and the Constitution allows them to do!!

Initial thought: 1. would this allow for thugs to conceal carry freely (assuming over 21 and with no felonies) ... and they ain’t carrying simply to protect themselves. Would this allow thugs to avoid catching an illegal carrying charge? 2. Would this increase safety by having more good guys carrying. Are there many good people out there who want to conceal carry but can’t today because of cost/time of the classes?
