Israel is usually more on its toes than this. They track Hamas leaders and military cells in Gaza very very closely.
The fact that this attack was planned, coordinated and carried out to an extent that IDF forces were caught in their beds while hundreds of fighters infiltrated souther Israel is definitely a serious breakdown in Israeli intelligence.
