We're not talking about someone personally going to each household and deciding whether person x or y gets to keep a gun, we're talking about nationwide policy to limit deaths within the population.

Sort of like how when we're deciding antibiotic prescribing practices we look at the population as a whole - the antibiogram, trends, costs, etc. Of course when an individual comes in with an infection you tailor to suit their needs, but the overall policy can't be redesigned for each person - you need a framework based on the larger population.
