No. Speaker Ryan said that they didn't include it in their bill because they wanted to see if the Senate could pass something first. He said if the Senate included it, then he had the votes to include it in the House version as well.

So basically this:
Tax Bracket —— CGT
12% & 25% —— 15%
35% and 39.6% —— 20%
This cannot be right. The reason is because at the 12% tax bracket you would pay more in long term capital gains taxes at 15% than short terms capital gains taxed at ordinary income of 12%.
