Have ballots printed with the same level of security as a $100 bill. Voting only in person with ID except for strict absentee rules with penalties for lying. Voting should be only over a 2 or three day period. Poll monitors for either side must have been in their party for an extended period of time or expressly approved by the party.

Add a layer of police and lawyers to every precinct, especially those most prone to fraud.

Plus - we need a NATIONAL AGREEMENT - that voting is a solemn and thoughtful process - it is NOT a 'spur of the moment' process - IF you are totally unaware of the issues and facts involved you should NOT be permitted to vote. it is NOT a 'popularity' contest.

I would even like it to be restricted to citizens - and even then only those who are engaged is self-supporting activity (or have been for more than five of the prior 7 years). IF you have lived your life on the public dole - you get NO say in how the government is run. NONE whatsoever. Your presence should not even be considered for legislature representative enumeration.

In other words - CHARITY needs to wholly a VOLUNTARY process. Once the govt gets involved in 'charity' it becomes nothing more than buying votes.
