Probably a scheduled port call. This happens all the time. French frigates and destroyers used to routinely make calls at New Orleans as recently as a few years ago.

Most of our existence comes from a group of people who got a on a boat to travel to a place they didnt even know for sure existed.
Then when they got here, it mightve been harder to survive than the boat ride. Everything was built in the last 250 years in this country and somewhow in that same time period we jumped every single country on the planet in military power, industrial production, etc. etc. etc.
We have given away so much aid that we have organically weakened the already weak countries by ultimately making them depend on us. The problem is thy giveth and they can taketh away.

Why? They're allies and we work together. French keep patrol over the Caribbean for us. Plus they give a big assist in the Med as well.
