It appears for some, it’s a thrill and sport and very racially motivated.
Since 2020, there are multiple stories of older white males being attacked walking their dogs.
It’s very much like the Obama era knockout game.

Same as if you brutally kill someone. The weapons may be different ( knife, gun, train) the result is still the same.

The penalty should be pushing the perp in front of a moving train, but one twist. Let several trains pass, and let him guess which train is going to be the one.
