Sort of. They recommended a range of 0 to 6 months, indicating that they'd be ok with no time. This is contrast to Papadop who also pleaded to false statements and was initially a cooperator, but ended up not being one (and hence Mueller asked for 1 - 6 months). Flynn's lawyers rolled the dice about the FBI interview, I think to take advantage of Judge Sullivan's skepticism of the feds, but that could end up backfiring as the agents were prompting him pretty clearly about what statements he needed to reconcile with what they knew. He didn't bite.
