I'd need to see the details of the text before I believe that. The earlier, more legit article talked about exempting the details of the travel from the Sunshine laws. Routes, specific times, etc. That didn't sound like they're hiding the fact that an official traveled somewhere.
If it does what you claim I agree with you; it's a garbage bill. I just don't believe it does what you claim.
